New UKSG Working Group Established to Improve Procedures for Journals Transferring Between Publishers

April 18, 2006  The purpose of this Working Group, provisionally called TRANSFERand set up under the auspices of the United Kingdom Serials Group (UKSG - www.uksg.org.), is to create a Code of Practice for the transfer of journal titles between publishers. Publishers that adhere to the Code of Practice could become 'compliant' in muchthe same way as the COUNTER logo is displayed by publishers and vendors compliant with the COUNTER Code of Practice. The goal is to ensure that the transfer of journals between compliant vendors, and, in time, all vendors, follows agreed standards which will reduce the administrative load for librarians and
ensure seamless access. In all aspects the Group must be considerate of anti-trust and anti-competition rules.
The first meeting of the UKSG Working Group was held in Oxford, UK, on March 30th, 2006. For  more information on TRANSFER, contact Nancy.Buckley(at)oxon.blackwellpublishing.com

EU Commission Study addresses Europe's scientific publication system
March 31, 2006. The European Commission is today publishing a study which examines the scientific publication system in Europe. Scientific publication ensures that research results are made known, which is a pre-condition for further research and for turning this knowledge into innovative products and services. Scientific publication is also an important part of certifying the quality of the work done. Given the scarcity of public money to provide access to scientific publications, there is a strong interest in seeing that Europe has an effective and functioning system for scientific publication that speedily delivers results to a wide audience. Today’s report, drawn up for the Commission by a panel of experts, makes a number of recommendations for future action, including improving access to publicly-funded research. All interested parties are invited to send feedback on the report’s findings to the Commission, to provide input for a conference on scientific publication to be held in autumn 2006.

CLOCKSS Project

January 23, 2006 A group of publishers, librarians, and learned societies have launched a community initiative employing the LOCKSS technology to support a large dark archive that serves as a failsafe repository for published scholarly content. Controlled LOCKSS (CLOCKSS), aims to provide assurance to the research community that a disaster, which would prevent the delivery of content, will not obstruct access to journal content. CLOCKSS content or the orphaned content would only become available after a trigger event, such as the material was no longer available from the publisher. In these situations, a joint advisory board, representing societies, publishers and libraries, will begin the process to determine if the content is orphaned and whether it should be made publicly available. The board ensures that content is controlled but that no one person or sector has authority over orphaned digital materials in the system. The initial two-year pilot includes research libraries, commercial and society publishers. During this time, publishers and libraries will continue to work closely to collect and analyze data and develop a proposal for a full-scale archiving model. As part of a longer-term strategy to permanently preserve published work, CLOCKSS will report the findings to the wider community and begin the dialogue about a global infrastructure to ensure preservation of all past, present, and future digital scholarly content.
